Madhya Pradesh government planning to sack non-performing employees

The Madhya Pradesh government is also planning to terminate the services of its non-performing employees, in the wake of similar decisions by Uttar Pradesh and Uttarakhand.

A department-level review will lead to compulsory retirement of non-performing employees, as part of efforts by the Kamal Nath government to improve the efficiency of the government machinery.

The general administration department has issued directions to all other departments that "in order to improve the government functioning, all non-performing employees must be removed from service."

Two of the three masked men who robbed a family and a medical shop here at gunpoint last month have been arrested, police said on Tuesday.

162 children died of AES in Bihar, 63 in seven other states: Govt

As many as 162 children died due to Acute Encephalitis Syndrome (AES) in Bihar till July 2 this year, while 63 fatalities were reported from Assam, Jharkhand, Maharashtra, Manipur, Odisha, Uttar Pradesh and West Bengal till June 30, MoS Health Ashwini Choubey said on Tuesday.

Responding to a question over whether lychees were the cause of deaths, the minister, in his written reply in Rajya Sabha, said consumption of lychee was safe for healthy individuals, but in "malnourished children, it triggers hypoglycaemia and leads to seizures or AES".

Congress seeks disqualification of rebel Karnataka legislators

A defiant Congress on Tuesday sought the disqualification of nine of the 10 rebel party legislators who have submitted their resignations from the Karnataka Assembly.

"We have petitioned the Speaker (K.R. Ramesh Kumar) to disqualify 9 rebel legislators under the anti-defection law if they don't withdraw their resignations," Congress Legislature Party (CLP) leader Siddaramaiah told reporters here.

The party has, however, not sought disqualification of senior legislator Ramalinga Reddy, hoping he would withdraw his resignation letter soon.

Of the 13 rebels, including three of the ally Janata Dal-Secular (JD-S), 12 resigned on July 6 while Congress MLA Anand Singh did on July 1.

Budget extends tax on NRIs for receiving gifts from resident Indians

The expensive gift that you kept for your overseas cousin or friend may attract tax from this year with the Budget 2019-20 proposing to impose withholding tax all such transfers, plugging an earlier loophole that allowed its tax- free treatment.

The Finance Bill 2019 has imposed tax on any sum of money paid or any property situated in India, transferred by a person resident in India to a person outside India, as it would be deemed to accrue or arise in India. The changes will be applied for all such transfers made on or after July 5, 2019.

Currently gifts given by Indian residents to non-resident Indians - apart from the specified list of relatives - would be claimed as non-taxable. This is because the earlier tax put the onus on the recipient of the gift to make the disclosure and pay tax. As a gift to NRIs means that income is accrued abroad, it remained outside the tax net.

All government hospitals in Delhi, including the premier ones like AIIMS and Safdarjung, should issue medical fitness certificates to armed forces recruits only after examining the medical standards required for the job, the Delhi High Court has said.

The court said the medical certificates should clearly state that the doctor issuing the document has examined the medical reports adverse to the candidate or patient and that he or she is aware of the requirements of medical standards for the post concerned.

PIL in SC seeking guidelines to define term 'minority'

A petition has been filed in the Supreme Court challenging the validity of the Centre's 26-year-old notification declaring five communities -- Muslims, Christians, Sikhs, Buddhists and Parsees -- as minorities.

The petition filed by advocate and BJP member Ashwini Kumar Upadhyay has sought to declare as unconstitutional section 2 (c) of the National Commission for Minority Act, 1992, under which the notification was issued on October 23, 1993.

He has sought direction for laying down of guidelines for defining the term 'minority', based on state-wise population of a community instead of the national average.

He contended that the notification was violative of fundamental rights to health, education, shelter and livelihood.

A pilgrim on way to Amarnath cave shrine was injured on Tuesday when a large rock hit the vehicle he was travelling in on the Jammu-Srinagar national highway in Ramban district, officials said.

Kanpur tanneries to reopen but conditions apply

Putting an end to a seven month closure of tanneries in and around Kanpur and Unnao, the Uttar Pradesh government has decided to allow them to restart on condition that they will follow norms laid down by the National Green Tribunal (NGT) .

The government has also decided to set up a separate 20 MLD waste treatment plant at Jajmau in Kanpur to ensure that the tannery waste is not released directly into the Ganga River.

According to Kanpur District Magistrate Vijay Vishwas Pant, the state government has cleared a project worth Rs 617 crore to check the release of tannery waste into the Ganga River.
