Delay in hanging shows failure of system, says Nirbhaya’s mother

Delhi gangrape victim Nirbhaya's mother Asha Devi on Monday said no matter what the convicts do, they will be hanged for their crime, after a Delhi court deferred the execution of death penalty in the case till further orders.

"This shows the failure of our system. The whole world is watching how justice is being delayed in India," she told reporters.

It is the third time that the hanging of the four convicts has been deferred.

"I lose hope every day but I stand tall everyday. They would have to be hanged. There could not have been a worse case than Nirbhaya but still I am struggling to get justice. The courts are sitting and watching the drama," she added.

A Delhi court on Monday deferred till further order the hanging of the four death row convicts in the 2012 Nirbhaya gang rape and murder case.

Asian 20km Race Walk C'ships in Japan cancelled due to coronavirus threat

The Asian 20km Race Walk Championships in Japan scheduled for March 15, where 13 Indians were to take part, has been cancelled due to the novel coronavirus outbreak.

Tokyo Olympics-bound Bhawana Jat was to lead the Indian challenge in the event earlier scheduled to be held in Nomi city.

The Asian Athletics Athletics Association (AAA) took the decision to cancel the championship after a request from the Japan federation.

"After due consideration and approval from the AAA Council, I confirm that Asian 20km Race Walking Championships has been cancelled," AAA President Dahlan Al Hamad said in a statement.

"In view of the COVID-19, the Government of Japan has proposed for higher alert. All major events in the country has been cancelled or delayed. Japan Association of Athletics Federation has requested to cancel the Championships," he added.

China's daily mask output reaches 116 mn units

China's daily output of face masks has reached 116 million units, 12 times more than the figure reported on February 1, as production continued amid the coronavirus outbreak, official data revealed on Monday.

By the end of last month, the daily production capacity more than quintupled from February 1 to 110 million units that came in medical and non-medical calibers, Xinhua news agency quoted the National Development and Reform Commission as saying.

The consistent rise in both capacity and output further narrowed the supply deficit.

As of February 29, the daily output of N95-rated medical masks reached 1116 million units to ensure medical staff at the forefront of the battle against the novel coronavirus are well-equipped, the commission said.

China produces about half of the world's masks with a daily output of 20 million units before the epidemic.

High-profile energy summit in Houston cancelled over coronavirus concerns

Growing coronavirus cases in many countries, including in the US where two persons have died from the disease, has prompted the organisers to cancel one of the world's most prestigious annual energy conferences to be held here.

The 39th CERAWeek energy conference, which brings together oil ministers and industry executives, was set to be held in Houston from March 9 to 13, with delegates from over 80 countries expected to attend.

The fast-spreading virus that originated in China in December has killed 3,000 people and infecting more than 88,000 globally. Over 60 cases of infection have been diagnosed in the US, which recorded its second death from the virus on Saturday.

"In light of growing concerns around COVID-19, we've made the difficult decision to cancel CERAWeek 2020 and CWAgora," CERAWeek said a tweet.

The 29th edition of the prestigious Azlan Shah Cup hockey tournament was on Monday pushed from April to September in the wake of the novel coronavirus outbreak across the world.

The Azlan Shah Cup, which was scheduled to be held in Ipoh, Malaysia from April 11 to 18, will now be held from September 24 to October 3, the organisers said in a statement.

The Azlan Shah Cup is the latest sporting event to be effected by the deadly coronavirus, which has claimed more than 3,000 lives and infected 86,000 people.

Two fresh cases of coronavirus detected in India: Health Ministry

Two more positive cases of the novel coronavirus -- one in Delhi and another in Telangana -were reported, the Union Health Ministry said on Monday.

The person from Delhi had travelled to Italy, it said adding he is being diagnosed at RML hospital.

The other person with the coronavirus infection has a travel history to Dubai, the ministry added.

"Both the patients are stable and being closely monitored," the ministry said.

Italy is reeling under swelling cases of the coronavirus infection.

Congress, AAP, TMC MPs hold separate protests against govt over Delhi riots

Congress, Trinamool and AAP MPs staged separate dharnas on Monday near the Gandhi statue in Parliament, demanding answers from the government on the Delhi riots on the first day of the second half of the Budget Session.

Covering their eyes with black bands and holding a finger on their lips in an apparent imitation of the Gandhi's Three Monkeys, MPs like Mohua Mitra, Sukhendu Shekhar Rai were part of the protest.

Congress leaders Rahul Gandhi, Adhir Ranjan Choudhary, Shashi Tharoor and others held placards demanding answers on the Delhi riots and the resignation of Home Minister Amit Shah.

Another protest, this time by four AAP MPs -- Sanjay Singh, Bhagwant Mann, N D Gupta and Sushil Gupta -- was held in front of Gandhi statue of Parliament against violence in Delhi. They raised slogans of "BJP murdabad".

At least 42 people died and more than 200 were injured during the communal riots in northeast Delhi.

Opposition MPs have also given notice in Lok Sabha and Rajya Sabha to discuss the Delhi riots.

Finance Minister Nirmala Sitharaman would be moving 'The Direct Tax Vivad Se Vishwas Bill, 2020 for consideration and passing to provide for resolution of disputed tax.

Medical Termination of Pregnancy (Amendment) Bill, 2020 is to be introduced by Union Minister Harsh Vardhan to amend the Medical Termination of Pregnancy Act, 1971.

Union Minister Hardeep Singh Puri will move The Aircraft (Amendment) Bill, 2020. This is to be moved to amend the Aircraft Act, 1934.

The Mineral Laws (Amendment) Bill,2020 would be introduced by Parliamentary Affairs Minister Pralhad Joshi to amend the Mines and Minerals (Development and Regulation) Act, 1957 and to amend the Coal Mines (Special Provisions) Act, 2015. He would also lay on the table an explanatory Statement showing the reasons for immediate Legislation by promulgation of the Mineral Laws Ordinance, 2020.

A report of the Standing Committee on Railways would be presented by Radha Mohan Singh and Sunil Kumar Mondal regarding the "Demands for Grants (2020-21) of the Ministry of Railways".

The MPs to move that the "Lok Sabha recommend to the Rajya Sabha that the Upper House do agree to nominate seven members from it to associate with the Committee on Public Accounts of the House for the term beginning on the May 1, 2020 and ending on April 30, 2021 and do communicate to this House the names of the members so nominated by Rajya Sabha."

Most Asian markets rose Monday as bargain-buyers moved in following last week's global rout, but investors continue to fret over the economic fallout from the new coronavirus as the worldwide death toll rises.

After equities suffered their worst week since the financial crisis more than a decade ago, central banks began to flag support measures, with Federal Reserve boss Jerome Powell hinting at a fresh interest rate cut at the bank's next meeting.

Still, analysts warned of further turmoil on trading floors as governments struggle to contain the disease, which has now killed more than 3,000 people and infected almost 90,000.

"Markets face significant uncertainty in the short term and remain at high risk of more downside given the unknowns around COVID-19," Shane Oliver, a global investment strategist at AMP Capital Investors, said.
