Section 144 in Hyderabad ahead of Babri demolition anniversary

Section 144 of CrPC will come into force in Hyderabad city limits from 6 am on December 5 till 6 am on December 7, city Police Commissioner Anjani Kumar said.

"Reliable information is there that certain groups are trying to create disturbances affecting public peace and order in Hyderabad city, inciting communal animosity between different communities on 6 December," Kumar said.

"Therefore, with a view to maintain public order, 144 Cr.PC imposed in the limits of Hyderabad City, from 6 am on 5 December to 6 am on 7 December," he added.

The Section 144 of CrPC bars assembly of four or more persons at a public place.

Senior Congress leader P Chidambaram stepped out of the Tihar jail on on Wednesday evening, hours after the Supreme Court granted him bail in the INX Media case.

A large crowd of party workers were present outside the jail to welcome Chidambaram, who had been in custody since August 9.

20-year-old girl gangraped by four men in UP's Firozabad

A 20-year-old girl was gangraped by four men and thrown at a secluded spot in Uttar Pradesh's Firozabad district, police said on Wednesday.

The girl, hailing from neighbouring Agra, was on her way to a coaching centre when the accused told her that her brother had met with an accident and asked her to accompany them in their car. Three out of the four accused were known to her.

They then took her to Atamadpur where she was gangraped, SP, City Prabal Pratap Singh said. They later threw her at a secluded spot near Galib village under the Pachokhara police station area and fled.

Nirbhaya case convict's mercy plea with MHA now

The Union Ministry of Home Affairs (MHA) on Wednesday received the mercy plea of one of the convicts in the 2012 Delhi rape-and-murder case, popularly known as the Nirbhaya case. The MHA will send the plea to the President for consideration.

The convict's plea has already been rejected by the Delhi Government.

A three-judge bench of the Supreme Court on July 9, 2018 upheld the death sentence awarded to the convicts in the Nirbhaya gang rape and murder case.

AIIMS Resident Doctors Association warns against fee hike

The Resident Doctors Association (RDA) of the All India Institute of Medical Sciences (AIIMS) on Wednesday warned the institute's administration against hiking the tuition fee and raising user charges for patients.

Amarinder Singh Malhi, president of the RDA, said that the association opposes the proposed hikes because providing quality education and healthcare is the first and foremost responsibility of any country.

He also said that the RDA will not allow anyone to compromise on these two issues.

"Quality education and healthcare are the building blocks of our nation and we will not allow any person, organisation or government to compromise on that in any aspect.

He added that if the administration accepts the proposed hikes, the association will stage protests against the decision.

"Right now, we are waiting for a clearer picture regarding the issue which will take another four to five days. If the administration accepts the proposal for raising the tuition fee and users charges then we will certainly protest against the administration."

The Central Institute Body (CIB) of six AIIMS including Delhi on November 20 this year decided to review the tuition fees of the students and also to fix uniform user charges for patients.

In a letter issued to Delhi AIIMS, the CIB on the directions of the Ministry of Finance and the Ministry of Health and Family Welfare sought to review all tuition fees and user charges in the institute.

The Body in the letter has said "users charges are important component of the non-tax revenues. Each ministry or department can identify 'users charges' levied by it", adding that "while fixing the users charges, the ministry/department must ensure that the users charges recover the current cost of providing services with reasonable return on capital investment".

Cabinet approves exchange traded fund for bonds

After exchange traded fund for equities, the Union Cabinet on Wednesday approved launch of a exchange traded fund for bonds.

The fund will provide additional money for state-owned firms and other government organisations, Finance Minister Nirmala Sitharaman said.

Bharat Bond Exchange Traded Fund would be the first corporate bond ETF in the country.

ETF will be basket of bonds issued by state firms or any government organisation, and bonds will be tradable on exchange, she said adding that the unit size will be of Rs 1,000, allowing small investors to invest.

Each ETF to have fixed maturity date and will track underlying index on risk replication basis, she said adding that for now it will have two maturity series -- 3 and 10 years.

Non-disclosure of cases: Fadnavis seeks exemption from appearance

Former Maharashtra chief minister Devendra Fadnavis on Wednesday sought exemption from appearance before a Nagpur court in connection with a case where he is accused of concealing information about two criminal matters against him in election affidavit.

Nagpur Police last week delivered summons, issued by a magistrate's court here, to Fadnavis in connection with the case.

Fadnavis' counsel Uday Dable on Wednesday prayed before the magistrate's court here to allow exemption to the BJP leader from appearance in the case.

He said Fadnavis could not be present in court due to personal unavoidable work.

However, city-based lawyer Satish Uke, who earlier filed an application in the court seeking that criminal proceedings be initiated against Fadnavis, asked the court to issue a non-bailable warrant against the accused.

Fadnavis is an MLA from Nagpur.

On November 1, the magistrate's court restored Uke's application seeking criminal proceedings against the BJP leader for alleged non-disclosure.

The Bombay High Court had upheld the lower court's earlier order dismissing Uke's plea.

But the Supreme Court, on October 1, directed the magistrate's court to go ahead with the application filed by Uke.

The magistrate's court on November 4 said the case would be held as a summary criminal case, and issued notice.

Cases of cheating and forgery were filed against Fadnavis in 1996 and 1998, but charges were not framed in both the matters.

Uke alleged that Fadnavis did not disclose this information in his election affidavits.

Truth finally prevails, says Congress on SC granting bail to P Chidambaram

The Congress on Wednesday welcomed the Supreme Court's decision to grant bail to senior party leader P Chidambaram in the INX-Media money laundering case, saying truth finally prevails.

Senior Congress leader Shashi Tharoor, however, said "justice delayed is justice denied", adding, "this should have been granted much earlier".

A three-judge bench, headed by Justice R Banumathi, granted bail to the 74-year-old former Union finance minister, who has been in custody for 105 days since August 21 when he was arrested by the CBI in the INX-Media corruption case. The Enforcement Directorate had arrested him on October 16 in the money-laundering case.

Priyanka to visit Lucknow on Dec 6-7

Congress General Secretary Priyanka Gandhi Vadra is expected to visit Lucknow on December 6 and 7 to review the preparations for the 'Bharat Bachao rally', scheduled to be held in Delhi on December 14.

This will be Priyanka's first visit to the UP state capital after the revolt by some senior party leaders and their subsequent expulsion from the party.

According to Congress sources, Priyanka is also expected to participate in a seminar organized to mark the death anniversary of B.R. Ambedkar on December 6.

Four soldiers trapped in avalanches in Kashmir

At least four soldiers were trapped in two separate incidents of snow avalanches near the Line of Control in north Kashmir, officials said on Wednesday.

A snow avalanche hit an Army post in Tangdhar area of Kupwara district on Tuesday afternoon where at least two soldiers were trapped.

Search and rescue operations were carried out till late Tuesday evening but had to be suspended due to inclement weather.

Rescue operations resumed on Wednesday morning In another incident, a foot patrol of the Army was hit by an avalanche in Dawar area of Gurez sector of Bandipora district, trapping two soldiers.

Efforts were on to rescue the jawans.
