Bihar deputy chief minister Sushil Kumar Modi criticises Tejashwi Yadav

Instead of showing solidarity, Bihar deputy chief minister Sushil Kumar Modi decided to criticise Tejashwi Yadav for his decision to hold a candlelight march in New Delhi on Saturday to protest the Muzaffarpur shelter home mass rapes.

"The state government has handed over investigation of the Muzaffarpur shelter home case to CBI and the Supreme Court, having taken suo motu cognisance, is determined to bring the guilty to justice. This leaves no scope for politics," said Sushil Modi, in a tweet.

A shutdown called by the Left parties in Bihar on August 2 to protest the rape of 34 minor girls at a shelter home in Muzaffarpur district had hit rail and road traffic.

The state-wide shutdown was backed by opposition parties including the Rashtriya Janata Dal (RJD), Congress, Hindustani Swam Morcha, Samajwadi Party and Lokrantrik Janata Dal.

Bihar Chief Minister remained silent until August 3; comments after SC rap

After a protracted silence, Bihar chief minister Nitish Kumar, on August 3, said, “We are ashamed of Muzaffarpur. The accused should be punished.” He then insisted that the case, which is being probed by the CBI, should be monitored by the High Court.

His silence did not go unnoticed. Questioning his silence, Tejashwi Yadav had penned an open letter to the Chief Minister

There were reports that Nitish Kumar maintained a studied silence because Brajesh Singh Thakur, the kingpin of the Muzaffarpur balika grih (shelter home) rape case, is close to the present state government.

It is pertinent to note that the Nitish Kumar government had issued a tender to Brajesh Thakur in Patna on the same day that the police registered a case against him and his NGO in Muzaffarpur.

Leader of Opposition in the Bihar assembly, Tejashwi Yadav has termed Nitish Kumar’s silence as “criminal”, but the bigger question is how police, government, bureaucracy everyone failed for so long and how Brajesh managed to deceive the whole system and exploit girls supposedly under his ‘care’, for years.

Supreme Court takes suo motu cognizance in Muzaffarpur shelter case on August 2

A Supreme Court division bench headed by Justice Madan Bhimrao Lokur and comprising Justice Deepak Gupta took suo motu cognizance of the Muzaffarpur shelter home rape cases. The bench issued notices to the Bihar Government and the Centre seeking a detailed reply from them in the case.

A second case gets registered against Brijesh Thakur on July 31

Police filed a fresh case against the main accused in the rape of 34 minor girls in a shelter home, Brajesh Thakur, after 11 women were reported missing from another of his shelter home in Bihar's Muzaffarpur district.

An FIR was filed against Thakur's NGO Sewa Sankalp Evam Vikas Samiti on a complaint by Dinesh Kumar Sharma, an official of Social Welfare Department

Muzaffarpur's house of horrors: A timeline

The shelter home-run by the main accused Brajesh Thakur came under the scanner after a social audit report by TISS which reported large scale sexual exploitation of the inmates. Medical examination of the girls, mostly minors, confirmed sexual exploitation of at least 34 of the 44 girls.

The police registered a case against 11 people including Brajesh Thakur and Madhu Kumari on May 31. All of them have been shifted to short-stay homes in Madhubani, Patna and Mokama.

The case was registered on May 31 under Section 120(B) (criminal conspiracy), 376 (outraging the modesty of a woman), 34 (common intention) of the Indian Penal Code (IPC) and section 4, 6, 8, 10,12 of Protection of Children from Sexual Offences Act (POCSO).

Madhu Kumari has been absconding since the police registered a case on May 31. Ironically, She was one of the three “ati vishisht (very special)” women recommended by the district administration for the Zila Mahila Samman in October 2015.
