Jitendra Kumar Singh, who claimed to be a fan of Salman Khan, was spotted twice near Galaxy Apartments on Tuesday, 20 May.
The first time, a constable asked him to leave, and he reportedly flung his mobile phone in frustration. He returned later in the evening and managed to sneak in, but was stopped and handed over to the Bandra police.
